An income certificate records income for the stated purpose, such as a scholarship. It is not itself a scholarship eligibility decision.
Prepare your income details and evidence
- Form-XVII self-affidavit, listed in the General checklist.
- Applicable income evidence: salary/pension slip, income-tax return or other records accepted by the office. The form references parental income evidence; do not assume every applicant needs an ITR.
- Prepare an applicant photograph for the photo field and review the selected annexures.
- Tatkal adds the listed Group A identity and Group B evidence, or the prescribed inquiry report where applicable.
How to do it — step by step
- Open Bihar ServicePlus and choose General Administration Department → Income certificate → Revenue Officer (RO) level. Use higher levels only when needed.
- Choose General or Tatkal only as applicable. Enter profession and income from government service, agriculture, business and other sources. Check the total ANNUAL income before submitting.
- Read the declaration, select the responsible office and attach the evidence requested by the live form. Follow its current file type/size limits.
- Review the preview and complete CAPTCHA or any verification only on the government portal. Submit there and save the acknowledgement and application reference.
For SDO/district-level applications, the portal asks for the relevant earlier application reference and the applicant name. Choose the certificate level required by the receiving institution.
Processing time
The RO-level service description specifies 10 days, excluding government holidays. This is not a promise of ten calendar days or a separately verified Tatkal deadline.
Online / offline
The service description lists online, by-hand and kiosk application. It says registration is not required for this service.
Track application
On Bihar ServicePlus, open Citizen Section / नागरिक अनुभाग → Track Application Status / आवेदन की स्थिति देखें. Select the requested option and enter the application reference and relevant date from your acknowledgement.
What to save or download
Use the certificate download or application-status option on ServicePlus. The portal also describes delivery through SMS link, email, DigiLocker, applicant inbox or the relevant counter, depending on the application.
Pending, rejected, returned or incorrect?
- Open the status page and read the latest remarks before submitting another application.
- Keep the acknowledgement, pending-status record and any rejection order. Contact the designated service office for the exact correction or appeal procedure.
- For a notified RTPS service, check the RTPS appeal route. Do not assume Bihar Lok Shikayat accepts an RTPS dispute.
- If you need records of processing, prepare an RTI to the responsible Bihar authority; do not send it to Central RTI Online.
